Whats the deal with the 'rep' button?

Its to do with reputation but I have always wondered about what exactly is its point myself.

is it a good thing or bad thing?

how do you know if you have a 'good reputation' or not? i have been looking at it for a day or so now, cant get my head around it

put your mouse over the green box - really once its green its good.
